I am not going to guess whether you do or do not need a I 601, if you are 9C or can just go the I 601A route.

 

Usually you best bet would be to get as much legal guidance as you can and then decide knowing even if for example a I 601A seems the only thing needed that there may be something about his history you do not know but they do.

You might also ask in the Juarez Consulate facebook groups (I'll PM you the name in spanish), lots of people going through the waiver process might provide more info on your situation, but again, a competent lawyer is your best shot...
