Timeline

Hi my sister's priority date is 25 jun 2012 F4 category but her case is not approved yet.Can anyone tell me about this?? should i call or email NVC because it's almost 8 years.

NVC has nothing to do with it until the case is approved by USCIS


What service center is the petition at? California is taking 113-148 months to process F4, only taking enquiries on cases submitted before Oct 2008, as an example.
F4 is only current to October 2006 at present so no reason to rush approvals (and better not to if there are any derivatives at risk of aging out).

Timeline

You mentioned the priority date is 25 jun 2012 which means you have an USCIS approved petition which gives the priority date to you. So, your relative's petition has been approved and sent to NVC where it is waiting for the visa number to be issued by the US state department. Currently visa number is being issued to the cases from 2007 so you have to wait another 5-6 years or more.

I don’t see how you infer that the person has had the petition approved? The priority date is assigned on receipt of the initial petition. It can take years after that for the approval notice.
