When the Priority Date becomes current in Table B of the monthly Visa Bulletin.  

When was the I-130 filed?

not yet filed but I am concerned because I don't make much right now and its gonna be difficult for me to find co-sponsor for them too so I just wanted to have rough idea.i mean I know it might take minimum 14-15 years for case to even get to US Embassy but i wanted to know that at what stage does sponsor needs to submit affidavit of support and approximately when we might be contacted to submit affidavit of support and tax returns I apologize for any kind of inconvenience

As above, when the date is in table B, which is usually around 6-12 months before the priority date is expected to be current. So you have around 14 years if not longer to get there.

The I-864 will be needed about a year before their visa interviews.  You can file now.  In 14 years, you will need to submit the I-864.  You have time to improve your finances and/or find Joint Sponsors.
