Hello friends. 
I want to ask possible recommendations. 
Interview was in first week of November. 
consular officer approved it and gave approval paper. 
but they haven’t issue visa so far. 
case status is Ready since then. 
Date updates several times. 
inquiry reply. Administration processing going on 

but that document clearly saying you’ve met all the requirements for visa approval. 
what’s the matter ?

Your case, it seems, is in extended administrative processing.  This is common for Pakistani cases.  AP can be neither waived nor expedited.  Unfortunately, you can do nothing other than just wait.

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

If that’s the case why they gave me approval paper ? Why they said congrats your visa has been approved. 
I mean how long it gona take. 
people who interviewed after me got visas. 
infact they are in the states. 
Should I contact to senator or congressman ? Will they help??

Every case is different.  You were recommended for approval, but Visas are not actually approved until after all administrative processing is complete after the interview.  Sometimes, it takes months to complete everything.  Your case is just taking longer than those other people.  Your Senator or Congressman can do nothing.  You just have to be patient.

Pakistani cases are sometimes subjected to extended, long processing after the interview.
