I would like to start the process to bring girl friend from Philippines to USA. I went to official US visa info site https://travel.state.gov/content/travel/en/us-visas/immigrate/family-immigration/nonimmigrant-visa-for-a-spouse-k-3/us-embassy-consulate-specific-information.html and it says... Please visit K1 / K3 Supplements by Post to review Embassy/Consulate instructions.  That link takes you to a list of cities that includes Manila. Clicking Manila takes you to a page with a link for more info - but that link is dead. It also has a phone number for more info. That number goes to a retailer's service center.

Can anyone provide a list of steps I need to take? Info "how to..." overview? Steps to take? THANKS

You’re getting ahead of yourself. The embassy part will come much later. First you need to file the I-129F petition and submit the relevant supporting documents to USCIS in Texas. Once the petition is approved (several months later) you move onto the next stage.

Here’s the I-129F and instructions:

Have you met in person within the last 2 years?

Yes, we were together in March, 2020.

However, on reading through the site, I now see a CR1 visa might be at least as fast (if not faster than K1) AND has ability for my partner to leave the USA without the two year wait of a K1 process. So, given I'd like to travel in those 2 years, am leaning that way. I would just go to Philippines (post-Covid travel ban), get married there, and then apply for CR1.  Any thoughts?

6 to 8 months to get AP after filing currently but yes CR1 is a much better way to go.

Or marry someplace other than the Philippines where marriage process is way less bureaucratic than in the Philippines.
