They want to know what is specifically dangerous for your wife over there. They are well aware what’s going on in her country so literally there is nothing you can do, it is life over there.

You filed the I-130 in December, correct?  You will have to provide them with strong evidence that will compel them to put your case in front of all the thousands and thousands  people whose cases were filed many months ago and who have been waiting for many months to have their cases reviewed.  I think you possibly have a chance for success if you can prove this is an emergency situation.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

The US Embassy warns against traveling to Haiti and has issued a Level 4 Do Not Travel Advisory (along with 33 other countries) . The embassy also sends out multiple messages a week with safety advisories however, I don’t see how that would be a valid reason for every single person in the country to be able to expedite their case. My point is you need to prove why your wife’s case specifically should be expedited and not a general country wide issue. Good luck.

Agree send evidence on how the situation has impacted her.

An unsafe country affects every applicant in that country so you will not get special treatment based on that reason alone.  As others have said try to show how the situation impacts your wife directly and puts her more at risk than others in her country. For example:

• Is her particular tribe being persecuted?

• Have her family members been jailed or harassed?

• Is there a refugee situation amongst her people?

• Is she in more immediate danger than others in the country?

If you can add such evidence, I think it will strengthen your case tremendously. But if you don't have this, you can still take your chances with what you have collected.
