My fiance applied for a tourist CFO certificate and didn't do as well as expected on the interview questions as her first response is " I don't know" when she is nervous 😞 The CFO officer did give us an extensive list of documents to provide though. If these are all provided, which we have, can they still deny you? Can they even deny a tourist CFO if you give them everything they have asked? Anyone with any experience on this? Thanks

Why did your fiancée apply for a CFO certificate in the first place? It's not needed for Filipinos who plan to go abroad only for tourism. CFO is required only for those immigrating abroad.

Everyone in our visa group is saying immigration at the airport is offloading without the tourist certificate 😞

I believe people are being offloaded for reasons other than a missing CFO. It could be the immigration officers suspect some of not being fully honest about travelling only for tourism. There are several discussions about this in the Philippines forum. I will ask the mods to move your thread there, but you can already browse that forum for more information.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Thanks, I couldn't find an answer if they can actually deny someone a tourist CFO certificate if all documents are given?

Don't know the answer, as the CFO people seem happy to take people's money, even though they don't actually need CFO certificates for tourist travel.

It may be worth fact checking those people who said they were offloaded:

- Have they ever travelled abroad before?

- Have they ever been issued visas that are relatively hard to get? Ex. US, Schengen, UK, etc.

- Did they bring proof of strong ties to the PH, such as a letter of employment, property?

- Did they bring proof of financial capacity to pay for their trip, such as bank and credit card statements?

- Did they research the CFO requirements and answer the immigration officer confidently, that they do NOT need CFO for tourism? If they actually had previous travels abroad, they should already know this is NOT needed at all.

It's her first time traveling abroad, we are trying to meet in Dubai. I have a letter of Intent and a Letter of support for her notarized along with our K1 visa approval and pictures and my bank statements and even tax returns. She is currently not working.

This is about a tourist visa leaving the Philippines? Is the right topic area? We have a trip planned to Dubai from the Philippines.

This topic is about Philippines CFO, thus, it seems to me that you are likely to get better responses in the Philippines regional forum.  The VJ Tourist Visa forum is for discussing United States B1/B2 visas and border crossing cards.

You have an approved k1?

YMMV

I am sorry to say this, but it's best that you are aware: even if you only have the best and most honest intentions, and only plan to meet in Dubai for tourism, your fiancée will likely face more scrutiny for the reasons you listed. Not for a missing CFO certificate.

Yes, I'm at the NVC stage and waiting for the embassy to open, will that help?

You have an approved petition.   Do not confuse the petition with a visa.   No visa has been approved or issued

YMMV
