No consular interviews yet due to the Trump ban still being in process. Those otherwise legally resident in the US are allowed to do adjustment of status, but these tend to be a low number (1000-1500 a year usually out of the 55k DV total).

DV years are independent of each other - all DV2021 visas have to be issued between Oct 2020 and Sep 2021, then DV2022 visas run Oct 2021 to Sep 2022, etc - so there should not be any impact on DV2022 regardless what happens with the ban, interviews etc.

what if someone who won lottery in 2019 but  did not have his interview yet due to covid. will they conduct the interviews once the consulates are opened?

I assume you mean selected in 2019 for DV2020? Short answer, no. No DV visas may be issued after the end of the relevant fiscal year, by law. There is a court case that has tried to set aside some DV2020 visas for late issuance despite this because of the way the Trump ban was implemented, but it has not finished working its way through the courts and no way to know yet if it will be successful. Even if it is (prior cases trying to do this have not been) there are way less visas set aside than selectees who had not been processed for DV2020.  You can browse the britsimon pages for more info on how the court case applies to DV2020 selectees.
