Mismatch birth certificate and marriage contract

My mom currently lives in Cebu. I am trying to get her to come to us in the US but she is having 1 issue with applying for her passport in Cebu. She will need to have a letter corrected in her name on the marriage contract. She got married in the province of Negros Oriental and I have my niece as her SPA there,  due to Covid my mom can’t travel. My niece has started the process and was told that it may take from 7months to more to get the error corrected. Is that true or is there anyway we can do to get the process expedited? Help!
