He was also talking about changing spouses and minor children  of LPRs, currently F2A, to becoming IR category. OP was correct on this point. I think it’s unlikely to happen any time soon. Maybe one day if they axe the wider categories. And yes it needs to go through Congress.

One thing that has not been mentioned and is undoubtedly a long shot, Student Visa's. If they want to go to school here.

Mom is barely paying her bills.  Doubt there is money for international student tuition and living expenses.  Got $20,000 per year?

 

Also, a student visa is a non-immigrant visa where the student must show a real educational goal and the intent to return home after finishing her program.  

This is an unrealistic option for most people.
