Assuming you are a USC, if you are wanting her to arrive on an immigrant visa, that unfortunately is maybe a 25 year ordeal.

Sorry for your illness and the tough time you are going through.

 

As the Embassy is still closed for routine processing, unless your sister already has an existing B1/B2 visa, it is not likely. 

 

Please also be aware that, even if your sister has a B1/B2 visa, she will likely be questioned about the purpose of her visit. In the eyes of PH or US immigration, it could easily be construed as bringing in someone to work illegally as a caregiver. It doesn't sound pleasant, but it's what it can look like.

 

I do hope that your treatment goes well and that you make a complete recovery.

  • The effect of the circumstances on the individual’s welfare and wellbeing
  • The degree of suffering if parole is not authorized

Common types of Parole Requests

It is encouraged that when a person applies for a humanitarian visa, the appropriate evidence is submitted to support their reasons for making this request. Below you can find some types of parole requests that are taken into account to grant this emergency visa.

Medical Reasons

Humanitarian parole for urgent medical cases can be requested. The evidence offered should be official when applicable, for instance, documents should come from a hospital or a doctor’s office, be current and dated and a real signature from a doctor should appear in the documents instead of a stamp.

Family Reasons

As a rule, a humanitarian parole for family cases are not granted to simply reunite a family. Even though family separation is difficult, parole will be granted only if there is a pressing reason or a significant public benefit for the petitioner.

Unfortunately, there is no such visa offered at the US embassy in Manila.  USEM does allow applications for emergency B2 tourist visa for visiting critically-ill relatives in the US.  Qualifications here -- https://www.ustraveldocs.com/ph/ph-niv-emergencyappointment.asp

This does not refer to a visa per se -- it refers to humanitarian parole, which is a DHS process done in the US.  It is for people who are ineligible for entry into the US, but who have an urgent reason to do so. If approved, the person does not get a visa, but the consulate may need to process the DHS approved parole to issue a travel authorization so the person can board an aircraft.  I don't know if they would prioritize that right now.  It's an expensive application that has a low chance (IMO) of being ap poo roved.
