I didn't write the dictionary.  I guess you can disagree with the dictionary definition, if you choose.......

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I don't disagree with the dictionary, I disagree with the one you partially chose to quote over others, as Oxford, Cambridge, Miriam-Webster and dictionary.com all clearly state that to consummate a marriage is to have sexual intercourse. And even vocabulary.com says " To consummate means to bring something to completion, but it often refers specifically to making a marriage complete by having sexual relations."

So yeah I believe the USCIS is incorrectly using this term.

People are trying to give you good advice. We processed under K1. It fit our circumstances at the time. Under the current Covid situation I would definitely do my best to use CR-1 if I could. As far as the online marriage thing goes you can be the test case. Get married on Zoom. File the paperwork. Let us know how it turns out.  Good Luck. 😉

Timeline

There is a recent case from a member who did an online marriage and received the marriage certificate from a county in Kansas.  The difference is that she went to visit her spouse after the ceremony...and she is now going to start the CR-1 process.......all which seem to be in compliance with USCIS requirements.

I married via Zoom through Utah in October. I've also consummated the marriage and applied for CR1 afterwards. I got my approval and NOA2 yesterday. We shall see how it unfolds.

 

I can't find anything anywhere that is technically wrong with it as long as you consummate. 

 

Edit to add: Spouse was overseas in Costa Rica for the wedding, but I was in Costa Rica later that month to consummate.

It's rather annoying for everyone to automatically criticize a decision for Zoom marriage applying for CR1 on the basis that it must be wrong. Say the marriage must be consummated according to USCIS and leave us to consider our options and best decision for us, not you.

That's how it appears to me, too.  However, the OP seemed to doubt that consummation was needed prior to filing the I-130.  Thanks for sharing your experience.
