Sounds like you’re not yet married then?

Depends  entirely on the country whether such little time spent in person will be acceptable.

you are in Tunisia and a marriage contract under Islam is legal marriage

you did marry , then on 1st visit ,  which was fast

but he will come back for 2 more weeks before applying,  then it is best

and the CR1 (spouse visa) takes over a year,  so he probably can visit one more time before your interview

the # of visits and time together is important as much as it is for Morocco for our process

need to be same religion as you would be muslim????

need to be about the same age / at least within 10 years

your family needs to be ok with the marriage so photos of him and your family are important

Wedding ceremony is only a celebration of the wedding

the real marriage under Islamic law is the contract

I agree with Jeanne.   You married on the first visit, short relationship, and a difficult consulate.

Best bet for an approval is more time spent together in person, and front-load the petition before he files.

He should wait to start the process until he gets home from the next visit.  You are legally and lawfully married, but have very little evidence of your relationship being genuine.  The best evidence is the evidence of time spent together.  In your culture, having the formal celebration with family is important evidence too.

No  the USC can apply with the Marriage document and on cover letter say "we will spend 2 more weeks together this year and probably another visit before the interview as the USC knows it takes so long"

more time together is important

BTW  all the documents from Tunisia need to be in Arabic and have an English translation

The way the process is going now, you'll probably be married more than two years before you get the visa anyway.  That would make it IR1.  No, I don't think you need to wait longer.  Just wait until the he returns from the second visit.
