A month ago entry restrictions were announced because of the new COVID variants. Even those who reside in the UK (generally) cannot go there at the moment: https://www.gov.uk/foreign-travel-advice/gibraltar/entry-requirements

With effect from 23 December 2020, only the following categories of passengers will be allowed to enter Gibraltar by air:

  1. Individuals who are registered Gibraltarians, either by birth or naturalisation;
  2. Individuals with residence in Gibraltar, upon demonstrating satisfactory proof of residence;
  3. Sea farers on transit to a vessel which is berthed at Gibraltar and has immigration pre clearance letter issued by the Borders and Coastguards Agency;
  4. Spanish nationals who are in transit to Spain;
  5. Individuals travelling to Gibraltar on transit to Spain and who hold lawful residence in Spain, upon demonstrating satisfactory proof of residence;
  6. People who are carrying out a work activity in Gibraltar or who are taking up employment in Gibraltar and who provide proof on arrival;
  7. Military personnel who have been issued with Travel Orders;
  8. Individuals who hold an electronic letter issued by the Borders and Coastguard Agency granting that individual permission to enter Gibraltar.

In addition, travellers must present a negative PCR test obtained within the previous 72 hours, or take a fast test on arrival at Gibraltar Airport.

It's not straightforward like it is in the US where you can just rock up with your IDs, get a license and get married within a few days. It takes a LOT of planning and more than one visit by him (you will have to go together to the register office for example, and then wait until you can get married for a lot longer than 2-3 days). 

Yes. My Scottish friend just got married 2 weeks ago so I know what is involved in the process

Are you in Scotland? Scotland had different rules when it comes to marriage than England and Wales. 
 

It will, at the moment, probably be easier to apply for a fiancé visa for him to move to the UK. It’s usually quicker too. 
 

I’m interested in the denial at the border and subsequent cancellation of your ESTA approval. Did you try to enter directly from Europe? If so, as a fiancé of a USC you were correctly denied (I’m surprised you could even get on the plane) unless you have other connections to the country that you have not mentioned. Or did you quarantine elsewhere? If you did quarantine prior to entering, there must have been something strange about your case for you to be denied. I visited over 40

times on the VWP from the UK before I moved and was never denied. It’s most unusual for that to happen.

It's not unusual if the visa is being abused, as in visiting too often.  You can stay 90 days using the VWP/ESTA but you still must spend more time outside the USA than in.  That and overstays are the most common reasons for being denied entry AND revoking the privilege.  Nevertheless, the actual reason COULD impact a spouse visa process.

 

She could also look carefully into doing a fiancee visa to the USA.  Disadvantages of up to a year with no work or international travel are often deal killers when it comes to considering the K1.
