Ask them the reason through email. And yes your dad can also apply for you. But knowing the reason is important, so if there is something wrong on your side, you can correct it before reapplying.

221g is a temporary refusal, they need more evidence or to do more checking before they can approve the visa.

 

Until OP knows what the reason for this refusal is, it seems pointless to try a different i130, because if it is something to do with background check or something else tied to the applicant rather than the stepmother, then he will just have the same problem again.
