it doesnt exactly say on NVC website that they only want part 1 it says "The applicant and each family member that is eligible to travel to the United States with the applicant under this visa classification is required to complete the DS-230 Part I"

Now do i need to send PART2 ? or they will get mad? or delay processing?

When NVC will send you instructions, it will explain everything clearly. Get DS 230 part I and II ready. get two sets of DS 230 part I. The choice of agent will need to submit one set of DS 230 part I to NVC and another DS 230 part I should be taken with the visa applicant during the interview. You need to get one copy of DS 230 part II which the visa applicant needs to take with for the interview. Do not sign DS 230 part II. The consular officer will ask the applicant to sign part II during the interview.

So the choice of agent will submit DS 230 part I plus copy of the visa applicant's passport biographic pages to NVC. The passport biographic pages are those where they have name, address, date of birth, place of birth, picture, signature, etc.

In the meantime, get marriage certificate, beneficiary's birth certificate, police certificate, proof of ongoing relationship (pictures together, phone bill proof, email records, etc) ready for the visa interview. The Embassy will explain them in details when they will send the interview letter to the visa applicant.
