No.  Your husband may only file directly at the consulate in Frankfurt if you also reside in Germany.

DCF is only possible if BOTH you and your husband live in Germany. 

If you live in Thailand. He will file online/paper and you will interview in Thailand. It will about 1.5 to 2 years.

Hi , 

I am a US citizen, DoD contractor woring for the US army here in Germany. My wife and kids are non US citizens, non green card holders, however thay are on my orders and been cleared for SOFA status. In order to get sofa the Sofa Card, ther need to have I-130 approval is required. Any advise on how to go about this? Do I qualify for DCF  to  file I-130 in Frankfurt?

I received a response back within the week.  I think 2-3 days if I remember correctly.

"USCIS may authorize the Department of State to accept a petition filed with a U.S. Embassy or consulate in other limited circumstances.  To request to file Form I-130 at the U.S. Consulate in Frankfurt, please send an email with proof of what the exceptional circumstance is to FrnUSCISInquiries@state.gov "
