there is a place on HCM consulate website for rescheduling, but you must have a registered account. even the appointment letter says you can reschedule, but i don't want to muck it up by registering if my wife should be the one to register

This is the latest information from the US Embassy regarding entry and exit of Vietnam.

It mentions now may be under health inspection for 28 days.

https://vn.usembassy.gov/u-s-citizen-services/covid-19-information/

Getting in is almost impossible now especially for Citizens from USA unfortunately. With the virus still running rampant in USA.

I understand your plight of what to do. Good luck with your decision.

Sorry to say that you aren't going to be able to get in even if you are willing to quarantine.  The border is closed to foriegners with very limited exceptions-professional, expert, business investor, etc.  There's no real talk about when it will open, either.  I would have her go it alone.  It's just not possible to get in.  If you reschedule the situation will likely still be the same.

Here it is on the official US embassy website:

Entry and Exit Requirements:

  • Are U.S. citizens permitted to enter? [No]
    • As of today, the Vietnamese government continues to suspend entry into Vietnam to all foreigners, including people with a Vietnamese visa exemption certificate.  This policy has very limited exemptions for diplomatic, official duty, and special cases, including experts, business managers, foreign investors, and high-tech workers of businesses involved in important projects as determined by the Government of Vietnam.  Family reunification is not one of the exemptions.

There has been SOME general talk about resuming flights in March but I haven't heard anything lately.

When we had our interview in November I was the only USC in the entire group.  They understand that you can't get in so they won't hold it against you because it's impossible.  We haven't left VN yet.  My wife's and her daughter's visa expires April 19.  We will either have to go or try to get it reissued.
