Marriage Certificate, IR5, Widowed Mom, India

Timeline

I’m just perusing through the document requirements for IR5 visa for my mother in India. Looks like a marriage certificate is one of the requirements. My Dad passed away a few years back (death certificate is available). I know for a fact that the marriage was not registered (1962). I looked at the reciprocity document list in the State Department website and it’s not clear what would suffice. Under exceptions it states “None”. 
 

Has anyone been in a similar situation? What did you do? What alternate document suffices? It’s too late to register the marriage, as my father is no more.
