Is there a way for the minor child of a deceased green card holder to get a Visa?

Depends on whether there is a qualified substitute sponsor and whether USCIS has approved the I-130.

 

Where is the other parent?

 

Has USCIS approved the I-130?

So the green Card holder got the 130 approved. She was ill and so upon entry into the US, she was allowed to go straight thru to the hospital, where she died 2 weeks later. There is a US sponsor/petitioner for the minor child.
