Yes, this is correct. 

 

Airlines will refuse to board anyone who is unable to present a negative test or who (unluckily) tests positive, if the transit or final destination requires proof of a negative COVID test for incoming travellers.

The US can't deny entry to its citizens, but the US can still prosecute. Yesterday's order is still not available on the Federal Register; it can take a few days for it to be available there. But we can read the CDC's UK order and foresee what yesterday's order might say. The CDC's UK order says:

And the issue then is...where do you quarantine? If you were on vacation which hotel will let you in to quarantine after a postpone COVID test? You’re going to be treated like Public Enemy No 1. Not so bad if you live n the country you are leaving from, you can stay at home.

You can probably get it at the VA if you use them. I use the Atlanta VA and am waiting patiently.

I've had coworkers who needed to travel internationally for valid work reasons. Due to the nature of their work, there have been a few cases of the following happening: 

 

Citizen of Country A needed to travel between Country B and C for work.  Unfortunately, right before taking the flight from Country B to Country C, they tested positive for COVID. They had no choice but to stay in Country B, quarantine in a government-mandated facility for 2 weeks and get a second COVID test before being allowed to travel to Country C. Our employer paid for all the expenses, but it was a real hassle.

I'm waiting for the Durham NC VA but in a discussion with a staff member and the information they are distributing via email updates, they are following CDC rollout guidelines and only inoculating phase 1 and 1b. Those would-be frontline staff and anyone who is suffering from an acute disease and those over 75 years of age. Once that has been met then they will go into phase 2 which includes those older than 65.

Why exempt when the vaccine only makes sure the recipient has lesser symptoms. It doesn’t prevent transmission of COVID or even getting it.

One negative test within 72 hours to enter The Netherlands. Basically the same rule as with entering the US in the near future (or even for all US passengers to Hawaii... same thing).

 

I just wonder if the regular travel ban between EU-US will dissolve, since that ban seems to be useless if you start mandating tests.

I think this is the intent on the CDC website but we'll have to wait for the next president
