Emergency appointment request for Employment based Green Card Application in Canada

Hi there,
 

Is anyone aware of the reasons which qualify for an Emergency appointment for Employment based Green Card Application in Montreal consulate. Just trying to get a framework in place for a letter before I reach out to NVC. Ideally, we want to move earlier in the year as the employer wants us to move to US as soon as possible and additionally my spouse is pregnant so I want to move sooner than later as the move will be difficult to execute with a 3 years old at home and a newborn once he/she arrives. I know that the consulate is working at a limited capacity and with the presidential proclamation impacting green card processing at the consulate, I expect huge backlogs. Any ideas on how we can expedite the scheduling of an appointment?
