Can one person receive two DS-2019 form?

Hello,
 
I just have a question. Can one person receive two DS-2019 form? Is this legal?
 
Let's say if a postdoc scholar received two offers from two different universities, he hasn't decided which university to go. However, currently, both universities asked him to fill out some paperwork to apply for the DS-2019 form.
 
Here is my question?
 
1>Since the scholar hasn't made a decision, would it be possible for him to received two copies of DS-2019 forms from two different universities? I understand he only can choose one university and use the DS-2019 form issued by this university to pay for the SEVIS fee for his J-1 VISA interview.
 
I am wondering if there would be a conflict in the university computer system for two university both applying for DS-2019 form? I know each DS-2019 form has a SEVIS ID number. I am wondering if a person can get two different SEVIS ID numbers. Would it be possible or legal to do this? Or Even if he two universities both apply for the DS-2019 form for him, you computer system would use the same SEVIS ID number for him or the computer system doesn't allow one person applying for two DS-2019 forms.
 
As you know, it will be quite long time from receiving the DS-2019 form to VISA interview (>4 weeks). It would be better he can apply for two DS-2019 forms while considering about the where to go.
 
2> Or he has to make a decision before the university issuing the DS-2019 form for him, which means he can only receive one DS-2019 form.
