Well, no, because it's not actually suing private people for reparations?

 

I don't really have a stand on reparations. I can see the arguments on both sides, and both sides make pretty good points. As a white person whose family on both sides well after the Civil War, I don't have any blood ancestors who could be held accountable. But on the other hand, I benefit from systemic racism. 

 

I don't see anything happening on this any time soon. She can introduce the bill but that doesn't mean it will even make it out of committee.

Should not that associated with systemic discrimination qualify, why just racism?

    The article discusses legislation, not litigation. You can't sue an individual for reparations unless you are trying to pull a Giuliani and get thrown out of court. The federal government of the USA allowed the institution of slavery to exist, and facilitated it's continued existence. If it came down to it, they would also be the ones paying reparations.

What about the UK?  I don't think slavery started on July 4th, 1776.

   Perhaps they could pass an internet forum whine tax? That should have reparations paid in no time, and perhaps take a big chunk out of other debts too.

 

   If you are curious how it works, take a look at how Germany has handle Holocaust reparations. Not saying it's going to pass, but it's not complicated if it does.

The Germans had a slight advantage of dealing with a recent and specific situation. However the Holocaust may be a good example as of course did not just impact Jews.

 

So why is this so limited, what about those who suffered as a consequence of the Chinese Exclusion Act? After all that is far more relevant to Colorado.

   So does anyone settling a debt. Procrastination doesn't make anything easier. However it won't absolve someone of a debt if that debt exists.
