I asked about the province because in your post it says "travel can be difficult at times between barangays".  Well, this is also true between provinces and there are several provinces that are 4 hours from NCR.  As you said, yes I am here in Manila and pretty in tune with all of the travel restrictions that are going on here now and within Luzon island.  

 

I used to work in conjunction with Philippine immigration and if your son travels with anyone besides the legal guardian, you will still need DSWD involved. 

 

The statement "will not let filipinos leave even to countries that dont require a visa" is not exactly true.  I have many filipino friends and foreigners who have had filipinos meet them outside of the Philippines over the years.  My close friend just had his Filipina gf fly out and meet him in Colombia, a few others that met in Costa Rica.

 

Good luck with your travels and changing the interview.  I was separated from my son for about 11 months and understand the stress it brings.

The province is nueva ecija,are you aware of any quarantine for someone traveling from there? Ithey only gave  us 3 weeks notice and we just received the email, i don't understand why they are having interviews during this and won't even answer the phone,  the covid has turned this into a real mess. He can't just not attend the interview as the other poster suggested. I won't think that missing your interview is a good idea ?

Really sorry to hear about your situation, I hope you can get it worked out. I cannot speak to your first question about getting ahold of the USEM MNL but Regarding your other question, the answer is yes, Filipino's can leave the PH for any reason they see fit, including "Non-Essential" Travel i.e. meeting people or vacation per IATF Resolution No.# 79 Provided they have all correct documentation and in the case of traveling to some place like Costa Rica and "Handing Off" you'll need to be very clear in your full explanation with plenty of documentation and to fulfill any requirements needed to facilitate it, satisfying the PH Exiting IO will be a necessity. My Filipina Fiancé and I are in Costa Rica right now. I'll post links for the pertinent part of Res. No.# 79 and the BI Exiting Requirements below. Additionally, I may be a little uneducated on Visa's for children but in the case of other Visa's (Like K-1) there is a wait time for the Visa to be issued and received as well as a validity period to use it, like say 4 months or 6 months, etc.. Not sure about your Son's Visa Category. But it might be an option just to proceed with the interview and get the visa and then work on the travel details after the Visa in is the works.
