I wasn’t aware that the CDC makes the rules for medical exams for immigration visas.

Yup. See 42 CFR § 34.3(i):

Quote

All medical examinations shall be carried out in accordance with such technical instructions for physicians conducting the medical examination of aliens as may be issued by the Director. Copies of such technical instructions are available upon request to the Director, Division of Global Migration and Quarantine, Mailstop E03, HHS/CDC, Atlanta GA 30333.

"Director" above refers to the Director of the Centers for Disease Control. The immigration law of 1891 made it mandatory that all immigrants coming into the United States undergo health inspection by US Public Health Service (USPHS) physicians. When CDC was created in 1946 it was part of USPHS. Later on, it morphed to them creating and updating technical instructions and passing rules regarding both domestic (by Civil Surgeons) and foreign (by Panel Physicians) medicals.

 

For example, the following temporary change had to be approved by the CDC: https://travel.state.gov/content/travel/en/News/visas-news/one-month-extension-of-immigrant-visa-medical-examinations.html "Centers for Disease Control and Prevention approved a one-month extension for medical examinations conducted between January 1, 2020, and June 30, 2020." Visa validity usually (but not always) follows the Tuberculosis Technical Instructions: https://www.cdc.gov/immigrantrefugeehealth/exams/ti/panel/tuberculosis-panel-technical-instructions.html

No TB Classification

Applicants without current clinical findings of tuberculosis disease, without known HIV infection, and with a normal chest x-ray (and for applicants who require it, a negative IGRA) with normal tuberculosis disease screening examinations. Travel clearance is valid for 6 months from the time the evaluation is complete.
