Can I do this with a Tourist Visa?

Hi, I m looking to get certified as a teacher in texas in order to work in public schools, the case is: the district are unable to sponsor me an h-1b visa until I get certified, and for doing it, i need to travel to texas in order to take a content exam, doing some courseworks for the certification, and by the way attending some jobfairs within the district to find with specific school is going to hire me (I am preapproved just by the district). My question is: Can I do all this just with a tourist visa? I cannot get an student visa because they are not academic courses but it´s either  "recreational courses" (which are allowed under tourist visas). I am afraid of doing something wrong. I read that somebody got banned because attended an job interview just with a tourist visa and that showed that her real intentions was getting a job and not just doing tourism. (which is my intention as well.) What do you recommend me to do?

I would ask the District what there normal practice is, does sound like a B.

hm. It seems a grey area to me, as a B allows something like “Enrollment in a short recreational course of study, not for credit toward a degree (for example, a two-day cooking class while on vacation)“ but it does not allow “study”. I know people who study elsewhere and come to the US just to write exams, but this sounds different as it is both a course of study and a test that leads to a certification. I agree with the suggestion above to try find out from the school district what the usual visa for this would be - is it possibly an M1 (non academic) student visa ?
