Hello everyone.
May I ask those who are familiar with this process of what documents my sister would need to provide to the embassy so they can approve her to come and see my mom who is critically ill in the hospital and how long the process. My sister is based in the Philippines. Thank you all for your responses.

Well she would apply for a B, but those are on hold due to Covid and I thought PI was under a major lockdown.

sorry to hear about your mom. Philippines embassy website gives advice on how to apply for emergency B visa and what evidence she needs to show. Sounds like “Purpose of travel is to .... visit a relative suffering from an immediate, life-threatening medical condition.” is the closest that would apply to you, although they are not very explicit about what evidence must be shown for this particular case. I guess you’d need documentation from the doctor/hospital about how ill she is, and your sister would need to show her birth certificate or other evidence of the mother-daughter relationship. The link below explains how to apply.  Good luck.

Sorry to hear about your mom and the troubles your family is going through.

Your sister can try for an expedite, but there are no guarantees. You will need to present medical documentation from your mother's doctors, with details about her illness, on top of the usual requirements for a B1/B2 visa.

There are no timelines that are publicly available for an expedited visa request. You will have to try, but please prepare yourselves for the possibility that the visa may not be granted on time.

With hospitals not allowing visitors, and families are communicating with their loved ones with FaceTime, or other apps, how does this change the need for an emergency visa?

This is regional. My father was in hospital recently and they allowed one visitor at a time (obviously he didn’t have covid ). I presume whatever they need to get from the hospital for the visa would state if visitors were not allowed. I wouldn’t presume to deny someone even trying to saying goodbye to a parent if they were able, let the visa officer decide.

Not all hospitals have this policy, but it is definitely something OP should consider.
