Timeline
My parents are filling for my brother I130, right now he is working, and live in UAE on work visa. But his nationality and actual residence is in karachi Pakistani
 
I am curious as in i130 application what I should answer for question  for US embassy he will go to.

How old is your brother? If he is over 21 it could be 6 or 7 years before he interviews (if he is married more like 15 years). If you don’t know where he will be then you should put Karachi. You can always change that when it is time to submit documents ahead of the interview.

Yes they are US citizen and he is married. So we can change means when he will receive paper work?

Assuming they are temporarily elsewhere for work that would be what I would do.

You can follow the Visa Bulletin, maybe check every year how things are going.

Yes. It will probably be a 15 year wait or thereabouts.

You can see table A on the visa bulletin, he is category F3. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2021/visa-bulletin-for-january-2021.html Currently people with priority dates in July 2008 can get visas, well except this category has been banned since April last year so when actual interviews start again everything will probably slow down dramatically while the backlog clears. Remember the visa bulletin only looks back not forward.
