Agree.  Something is wrong if he has not received his Green card after almost a year (assuming the $220 was paid).

He came on a CR1 visa so he doesn't go for biometrics

the green card is printed when the fee is paid and is mailed to the address of record (the one you provided)

Did you pay the fee before or after he entered?

Have you moved?

I paid the fee on January 25, 2020, he entered the US March 4, 2020, and we have not moved. I'm just confused. They said that he can request a stamp in his passport 30 before the expiration date and said not to travel after the expiration date. When is the expiration date? Is it the date that he entered the country or the IV issue date? Thanks so much.

Your profile says CR1/IR1, so your husband doesn't need a biometrics appointment in the US to be issued his plastic green card.  His spouse visa with CBP entry stamp serves as his temporary green card.  If he must travel and his return date is after the anniversary of his first US entry, then he can schedule an Infopass appointment to get an I-551 stamp on his passport.

The representative from the USCIS said that they can request biometrics if they want to but was not sure why they requested it in the first place. She said that I can write a letter to the local office to file a complaint.

The stamp he received when he entered the US serves as his green card until the plastic one arrives......but the stamp (evidence of his status) expires after one year.  Therefore, he will need another stamp if he wants to travel outside the US prior to his plastic green card arriving.

You are misinformed or You have a misunderstanding of the process.  Biometrics are not required for a CR-1 after entry into the US.  If your husband needs to travel, then make an appointment to get a stamp in his passport........

The representatives are telling us the he needs biometrics but does not know why. Other relatives have entered the US after him and they already have their green card, I am confused.

Did you pay the $220 fee after his visa was issued? This is not included in the fees paid to USCIS or the NVC during the application process. It’s a separate fee and the GC will not be issued before that has been paid. Some people mistakenly think it’s already been paid to the NVC

I don’t know what the connection is between Trump and biometrics? He has been president for 4 years and biometrics were happening like clockwork for all of that time until COVID-19 entered the scene. That’s been the only reason for a lack of biometrics appointments as they have to be done face-to-face and USCIS locations were closed to in-person services for some time. But that doesn’t even apply to you.

I think I am in a small city with a small field office and that is why it is taking so long. Please see below:

I remember you! Did you file an inquiry?? I assume that’s when they asked for biometrics. I would say keep making inquiries or contact your congressperson. I know of other VJ members here had the same issue with USCIS asking for biometrics, but I don’t know what happened in the end 😕

My husband calls them once a month and they keep telling him that the offices are backlogged.

Your local office doesn't produce or send out green cards.  I see absolutely no reason why he should need a biometrics appointment.  It doesn't make any sense.  I would immediately contact my Senator's office for help in sorting out this matter.  He should have had his green card months ago.

The 551 stamp (it was at the bottom of Adil's passport ) written out / the visa should already be stamped with this notice

it expires in a year as the green card is then suppose to be in his hands

even though the Senators are in session in DC,  there is a Senator's aide in each office  to handle this/  be prepared to sign a permission note to allow the office to look into your case  and also take all the case info so they have case # and names ,  POE date and copy of visa stamp
