I received my passport and passport card on Dec 12, but not my naturalization certificate till now, I called them today and put me on hold for  nealry an hour and finally a representative talked to me and told me your document already maild to you on Dec 11,  I told him I didn't get anything, then told me you have to contact the USPS, ok give me the tracking number to contact them, to my surprise he said no tracking number, it was sent be regular mail , OMG how could they sent an original document that cost us time and money to obtain it by regular mail, although I paid $35 extra for the post office to send me my documents back,  one more thin on checking the complaints in their website I found out that all people complains that they never recieve their documnets,  so I believe that, they do that on purpose, so people have to apply for a replacement and pay the fees which is more than $500 .

In my home country which called third world, they never take the original you submit the original , they check it then take a copy of it. As long as they never send the original documents back here in America, why they asked for original.

That's really frustrating...so they basically just told you to wait until it shows up in the mail? That's incredibly weird that they didn't include a tracking number, it doesn't even cost extra, I print First Class Mail tracking numbers all the time.

It’s frustrating, however, I wouldn’t yet jump to the conclusion they are lost. I have seen reports before of up to 3 weeks after you get the passport and especially now we know there have been so many delays with USPS this month. If I were you I’d wait a week or two more before definitely thinking it’s lost.

I am curious though, what do you mean you paid an extra $35 to send them back?

Someone else on VJ had a similar experience in November. The passport center mailed out the certificate to the applicant, but for whatever reason, it was returned to the passport center, which then sent them again to the applicant. You might want to PM scottsvisa to see if he now has his naturalization certificate. His story is here (last page of this thread):

I paid $200 for expediting process and $35 for the post office

If you applied via a post office, the $35 as I understand it is like an agency fee, it is what you pay the post office for being the agency to collect and submit the documents for you. It is not a payment for the return postage.

Oh, maybe OP conflated the fees. Passport is $110, passport card is $30, expedite is $60, that adds up to $200... it is not $200 “for expedite”, it is for everything.
And the $35 as discussed is not a mailing fee.

I don't think the documents are sent back via first class mail. At least mine wasn't. It was just in this large brown envelope.

~AOS : 09/11/2014 - 2 YR Green card received!.

~ROC 07/13/2017 - 10 YR Green card received!.

~N-400 : 10/28/2020 - N400 Interview & Approval/Oath Ceremony/US Citizen!

Yes $200 for passport book and card and for expediting them. $35 for the post office just for taking taking the documents?!!!!!

Yes, of course they charge an agency fee for doing that. (It’s called something else on the DoS website but that’s what it is basically, but that is why they highlight it is paid separately.) For us the post office made an appointment, went over the documents to ensure everything was there, made copies of what was needed to include in the packets, is authorized to accept your oath to what is in the forms, and submitted to DoS. It’s not exactly “just taking the documents”, it’s not like you just hand over a packet at the counter and leave, right? It is a service they provide (including overnighting your package to DoS) and why should it be free? You pay for everything else the post office and DoS do for you.
