Is this NVC rejection or just a note?

I have seen several people post on VJ that they got the below message in CEAC at NVC stage.

 

"Based on the income provided on the Affidavit of Support, SPONSOR does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p. To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." 

 

Is this just a note or if you get this message in CEAC that means NVC has not accepted the documents yet?

It means that NVC has identified that your financial support documents may not meet the $$ requirements but that the interviewing officer will make the decision. If all other documents are in order NVC  will advise completion and forward to the consulate. There are many reasons why the AOS gets flagged at the NVC ... usually the best advice is to get a joint sponsor in place and all the documentation for that in the hands of the beneficiary, so they are ready to present these at the interview if needed.

Is joint sponsor still needed if petitioner has a job offer or has already started a U.S. job just before the interview?

It's actually a boilerplate statement anytime the latest tax return doesn't show qualifying income.  People who are extremely well qualified on current income and/or liquid assets all get this notice.  Wh that to do or think, is usually nothing, but it depends on the circumstances.  One should "consider" their options.  If well qualified, there is no need to avail of any option.

Facts are cheap...knowing how to use them is precious...

If the petitioner lived aborad in the prior year, does the income earned outside U.S. counted as "qualifying" if it is well above the minimum requirements?

No.  Qualifying income is income that is US based or will continue from the same source once in the US.
