Because for up to 12 weeks I cannot travel outside the country and return without that passport. They should have a travel document you can use to travel before you get your passport.

To be fair this is not how long it normally takes, this is the Covid delays still affecting everything. I got my passport in less than 3 weeks before Covid. Anyway as pointed out above you can expedite with proof of travel. I’m sorry about your dog, it is hard to lose fur babies.
