 Greetings family

My case have been created and I am new here.

I saw Notice of Immigrant Visa Case Creation email which directed me to create an account at the CEAC website. After I logged in with my NVC case number and invoice ID number, this is displayed under the Summary Information section of the site:

  Quota
Due to the numerical limitations on immigrant visa issuance prescribed by law, this petition is not eligible for further processing at this time. The National Visa Center (NVC) will retain the petition until an immigrant visa becomes available. The NVC will notify the petitioner, principal applicant, or attorney of record when this petition is eligible for further processing.

The Fees tab is currently grayed out.

Is this normal? How long should I expect to wait for the status to change so I can send pay the fees and submit the documents required? Any help would be appreciated as I'm entirely new to this.

Normal.  There is no visa number available for you yet.  NVC will send a notification when you may submit documents and pay fees.  You need to wait around 5 years more, or longer if you are from Mexico or the Philippines.  Check the Visa Bulletin here to get an idea of the wait time -- https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html

Is that the actual time frame to wait Sir.

5 years may even be an optimistic estimate for your visa category and priority date.  Which country are you from?

As for the actual time frame, please refer to the information on the link I posted above.  Only those applicants who have a PD earlier than the date on Table B of the Visa Bulletin may submit required documents to NVC.
