Hi,

There is no way for your sister to immigrate with your mom.

When a US citizen petitions a parent, only the parent can get a visa since derivative beneficiaries are not allowed.

Once your mother becomes a green card holder, she can file a new I-130 petition for your sister.  Your sister will need to stay single until she gets her own green card.  The wait is about 7 years for most countries.

What's your sister's birthday?  What country was she born in?

If your sister is already 20 she will most likely be at least 21 before your mother arrives.  Once your mother arrives she can petition your sister.  As others have said it is a 7 year or greater wait and she must be unmarried the entire time.   You can petition her but that wait is likely over 15 years but she could marry during that time.

This will not be over quickly. You will not enjoy this.
