Does anyone know the cutoff age for a child not to have a passport for the interview and coming to the United States?

All K2 visa applicants are required to have a valid passport to present at the interview.

Actually in some countries, a minor child can be appended to the parental passport.   In these situations,  both the k1 and k2 will be in the same passport.  While the DOS highly suggests two separate documents,  it is not mandatory.

YMMV

I know first hand that some, if not most, of the FSU countries were doing this.  Not sure if it is still a common practice or not as its been a few years.

YMMV

I am assuming that whether the passport that is used, piggybacked to their parent's passport, or one of their own no one enters the US without a passport. Correct?

If by the FSU you mean Former Soviet Union countries, then you are right. It used to be a common practice to include the information regarding minor children up to 6 yo in one of their parent's passport. The child was allowed to cross the border with that parent without having their own separate document. My daughter was listed in my passport.

That changed in 2015 and now all children, regardless of age, are required to have their own passport for traveling abroad.

In my situation, he was 11 and was able to ride on mom's passport until the age of 16 but that was 10 yrs ago.  Not surprised things have changed though

YMMV
