she works in an international consultancy

Does this mean she is like a contractor providing independent consultancy? She is not employed by a company?

If she is self-employed, that could be a problem for visas, depending of the type of work she does and how she does it.

She is employed.

I was thinking is that maybe her ties to home country is an issue — namely, she doesn’t have any real estate or other assets, but her family (parents and bother) is staying in home country. Really not sure what was the issue of the first and subsequent refusals.
