You have been given information directly from USCIS which said the adoption must be finalized before the adopted child's 16th birthday.

To get back to the original question, you have two options to ensure that wife and child can immigrate together. One is a guarantee, one is a gamble.

 

You can either delay your wife’s case at the NVC so that your daughter’s case can catch up with hers and then proceed together through the interview stage. This one is a guarantee as you are in control if this. Provided you keep the NVC case active, you can delay it for as long as you need. 
 

You plead with USCIS for an expedite in your daughter’s I-130. This is a gamble as you have no control over the outcome. Not having prepared correctly is not normally a reason for expedite but it costs nothing to ask. Nothing ventured, nothing gained. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

Once my wife's visa is approved, doesn't that visa have 6 months validity? Theoretically, if I file tonight my daughter's I-130 and based on current timeline, isn't there a reasonable chance for it to be approved within 6 months?

I will also try to plead with the USCIS for an expedited I-130.

No. Current processing timeline for i130 child of USC by service center are 

CSC 14-18.5 months

Nebraska 7-9.5 months

Potomac 11-14.5 months

TSC 7.5-9.5 months

Vermont 24-31.5 months

Ok. I filed an I-130 for my wife on 8/2/20 and it was approved 12/17/20 with an RFE. It's slower for a child?

That was unnaturally fast. The time for spouse and child are listed the same. Numbers above from official  uscis processing times website.

It was approved after 4 months with an RFE? That’s pretty insane. Don’t expect your daughters to be that quick especially with the Covid slowdowns. It will probably take at least a year to approve

Six months validity from the date of the medical so it's typically less than six months.  Your best path forward if you want them to immigrate together would be to delay your wife's case at the NVC until the adopted child's petition gets approved by USCIS and arrives at the NVC, then advance them both together at that point and request the same interview date.  Based on current timelines their interviews are likely to be a year or more from now if you file the I-130 today.  Good luck!

Thank you. Just called USCIS and requested an expedited petition. The agent said I have a compelling case. Will let me know within 5 days. If this fails, will have no choice but to delay my wife's case or let me daughter stay with one of her adult siblings.

It landed at Nebraska again, just like my wife's. That's good, right?

Oh I see. My wife's I-130 was received in Vermont but the NOA1 said Nebraska. From 8/2 - 12/17. It was really fast.

We can talk about average processing time lines, are there outliers absolutely but not something you can plan on and of course outliers go both ways.
