Social security needs to be updated before driver's license?

That could be for MA alone. That's not the case for most of the southern states. Seeing is believing, so  I  attached DL Application form from SC and you may look for step 6.

Still notice the flow of the thread. I mentioned SSA On-Line Verification system because RMV only checks for name and DOB match* through that system. Lawful status is verified through the completely different DHS/USCIS Systematic Alien Verification for Entitlements program.

 

*I.e. SSN numident doesn't have to be updated with recent naturalization even if applying for Real ID

Yes for DMV. Most of the southern states only allow US citizens to access most of the online services.

I don’t see that stated in the sample DL form you posted, where does it say that?

Of-course the forms wouldn't say it but the website does.
