Hello, my husband has just been issued an interview in lagos in January 2021. With the ban President Trump put in Nigeria we are both skeptical. We want to take the interview but we are not sure if we will be considered for a waiver. We don't have any children, I am not in the military, and I do not have any medical issues. Can someone please advise me? Are they only issuing visas with those with a waiver? And if so how do we go about getting a waiver? Or should we just reschedule the interview?

Go to the interview.  The Consulate Officer will advise you of any available waivers....if needed by then.

Your husband should attend the interview and if the CO is good with your interview he would recommend you for waiver. It's Pretty straightforward.

Had my interview on the 16th of this month, my visa was approved and a waiver recommended.

According to Department of state the CO automatically considers the applicant is eligible for a waiver

no separate application made for this as the following reads

https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/presidential-proclamation-archive/presidential-proclamation9645.html?wcmmode=disabled

In accordance with P.P. 9645 and P.P. 9983, a consular officer will determine whether an applicant who is subject to either of the Proclamations and otherwise eligible for a visa is excepted from the Proclamations or eligible for a waiver.  There is no separate application for an exception or waiver.
