You want to know what literal playbook I am literally reading from, to form the conclusion that a core conservative value is the idea of one person, one vote. Just so I understand the question you are asking, you are not rhetorically asking me about a playbook, you are asking for an actual playbook, title, author, etc. Is that correct?

Yes, like I said, the states would be relegated to simply running a Federal election.  In your scenario though, only the total number matters, they don’t matter which state they come from.

And the states run a federal election anyway. The presidential election is a federal election run by the states.
