on January 7th I spoke to a tier two officer she gave me assurance that my petition since approved after my withdrawal letter was sent to USCIS that it would most likely be ignored. 
however, I decided to check my case status today and I got the worse notification ever they did withdrawal my petition. 
now I know a withdrawal cannot be reversed at this point sadly. What other options do I have? 
also is there a way to get a birth certificate from USA when abroad?

Hello.

Unfortunately, you will have to start a new petition from scratch now. 

And I don’t mean to make you panic, but they usually frown upon cases in which a petitioner required a withdrawal be done. 

I know it may sound terrible, but once you forward a new one, be ready to have it scrutinized.

So, having a good explanation to why a previous petition had to be withdrawn is a good thing to have in mind.

As for your birth certificate while overseas, yes it is possible. More information about it can be gotten with a Court House.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

OP, you mentioned you wanted to spend time in your fiancé's home country this year. That's a really good idea. Get to know each other better, resolve the issues that led you to send that withdrawal letter after your argument, and then, only then, if you're really decided, get married and file a spousal visa.

OP, you can get a certified copy of your birth certificate from the vital records department of the jurisdiction where you were born.   Go to the website for your state/county of birth, and it should have instructions for ordering it.  You could probably pay extra to have it sent overseas, or have a friend or family member send it to you.
