OCI birth certificate and old indian passport

Hi, trying to compete OCI paperwork for my father. He came to USA at the age of 6 and doesn't have his Indian passport anymore. I believe when he became citizen, US took the Indian passport.  He has the renunciation paperwork however. Also, he doesn't have his birth certificate either. 

 

Due to the fact that he has renunciation paperwork, will it be okay? or Indian cancelled passport, India birth certificate is mandatory required?

I am doing paperwork for my mom also who has the Indian birth certificate but not Indian cancelled passport. She has renunciation paperwork.

When did he become a US citizen? Ever since the 1967 Afroyim v. Rusk Supreme Court case, the US has tolerated dual citizenship.
