In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I saw some people getting an orange/pink slips with a list of what steps they require to follow up in order to proceed with their application. What did you get? What is the lawyer’s advise if any regarding the outcome of the interview? He/she should be in a better position to address the gaps we are missing

If this is truly all you submitted, photos and receipts, that may have been part of their decision to deny the visa.  With all of the time spent together that you claim, you should have been fine for bona fide relationship issues, provided that the evidence was sufficient.  Most send documentation including passport stamps, original boarding passes, etc. to show time together, but you did not mention anything except photos and receipts for payments.  What sort of payments?  Did she send you money?  Did you include any financial co-mingling evidence such as joint credit card accounts, evidence that you are included on her health insurance, beneficiary on life insurance, retirement accounts, anything other than photos and receipts?

Yes, the focus on receipts for money seems odd to me. If they have been together for 2 or 3 weeks every two months they should have an armful of good quality evidence of time spent together. Boarding passes. Her passport must be filled to bursting with entry stamps for Moldova. Whilst we were long-distance I filled every page of my passport in less than 5 years and they sometimes stamped over old stamps. ATM transactions in OP’s home town. Hotel invoices.

On the refusal letter, they must have stated the exact reason for their decision. Most like they asked you to file for a waiver (1-601), (1-212) or both because of being deported. After the waiver is approved, then you have 90+ chance of getting a visa. I went through this similar situation and I made it and I’m back in the USA sitting pretty comfortable

I was fortunate to be able to see my husband every 6 or 8 weeks for 4 or 5 days at a time because I work for an airline and pay next to nothing for tickets and worked flexible hours. I have not seen many people here who were able to visit as often as I was. I find it hard to believe they doubt the relationship of a couple that spends that much time together and goes to such expense and inconvenience to fly that much. People have been approved who see each once a year.
 

How was your wife able to take 2 to 3 weeks off every 2 or 3 months? That’s a lot of time off. More than most people in the US can take off work. 
 

There must be something more to this. 

We are lucky to be able spend that much money,we working twice as much when we are not together to be able see each other as much as we can

Payment for trips,we have join bank account,joint electrical bills for US home,proof of fund wire. We have everything you can have

Agree. If he was banned from the US for 10 years 1999-2009 how did he meet his wife in the USA in 2004?

Maybe one of these days you should hook me up with cheap ticket to Kenya. I will repay one day. I pay my debts.

Unique situation we have here. 

But provided you have a bona fide marriage, I see no issues. As others stated, just wait on the letter. I ran out of ideas as to why it was denied.
