Would the Airline be responsible for returning him in this sort of situation?

Good question.  I would think they should pay for the trip back to Morocco.

to jfk?

Royal Air Maroc has a daily direct flight from Casablanca (CMN) to JFK; http://www.royalairmaroc.com/ So like @Adventine mentioned, he can return to Morocco or go to another country (Mexico, Croatia, Serbia, Turkey, South Korea, etc.) for the 14 days before traveling to the US.

I'm back for more help. Thanks for everyone's help so far. I should have known about the travel ban. But at the same time Iberia should have never let him board the plane in Casablanca.

So if he flies direct to another country, he has to quarantine for 2 weeks before coming to us?

Does he have to quarantine if he goes back to Morocco and flies direct?

2020 is really not my year. His visa expires jan 9, 2021, because his medical was so old when they finally issued the visa on dec 8th.

Ordinarily he could transit through Canada with a valid US visa but at this time  that is not even so

If he is still at the airport in Spain,  is it possible to buy a ticket to Mexico?

If not,  he'll need to return to Morocco

and rebook for later date or Mexico

so sorry as he only has 24 hours to transit from the airport

The airline (insert bad word) that up. In Madrid, they were not helpful, wouldn't explain why so we understood and basically told him to go to a customer service place that had no one there. The last plane for the day left 17 mins ago to Casablanca as he stood waiting for someone to help him. He will be stuck in the airport for longer than 24 hours at this point unless I get him a flight to another country. Financially, I don't know if that is the best way to go. He's limited to countries he can visit. Mexico is not one without a visa. This is an absolute hot mess.

My understanding is that he has to show that he did not enter a banned country within 14 days of arrival in the US.

Well that's goodish news I guess. Because he can't officially enter the country. He isn't allowed to.

Financially, would it not be better for him to return to Morocco.....then fly to the US 2 weeks later?

Yes that makes the most sense at this point. Do you think it is best to wait the two weeks? I don't want to end up in another situation like this. That is for sure.

I guess they would know he was in Madrid on a transit flight?

He would need to spend 14 days in Morocco before traveling directly to the US: https://www.federalregister.gov/documents/2020/03/16/2020-05578/suspension-of-entry-as-immigrants-and-nonimmigrants-of-certain-additional-persons-who-pose-a-risk-of "The entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Schengen Area during the 14-day period preceding their entry or attempted entry into the United States is hereby suspended and limited subject to section 2 of this proclamation."

I don't think so. I am pretty sure the small print that the traveler is always responsible for making sure they have appropriate entry documentation etc covers the airline from liability for situation like this. Perhaps @JFH has some insight here.

It really sucks they didn't catch it but we've seen a few like this reported. There was the one whose parent flew from ...i think it was Croatia via Germany, was allowed on the flight to Germany then got turned back. At least one other I can recall. You would hope the airlines would pick it up but...

I was thinking more what the Spanish authorities will require.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
