Can you get citizenship with passport even if your greencard is expired

Hi I know I ask already but I just wanted to make sure my brother has an expired greencard but my parents became American citizens before we were 18. Instead of doing the N900 form can we do it with an expired greencard though a passport?

By a plain reading of the law, he should be able to get US passport with the expired green card and other documents (e.g. parent's naturalization certificate, etc.). So if one Post Office (incorrectly) refuses, then try a different Post Office or Acceptance Agency.
