K1 visa processing may notably increase after the current Presidential Proclamation expires on Dec 31?

The April 22 and June 22 proclamations don't affect K-1 visas.

The PPNCOVs (Schengen Area; UK and Ireland; mainland China; Iran; and Brazil) don't have a listed expiration but don't affect applicants in Bolivia as long as they haven't been in those countries very recently.

Right, but during a recent immigration court hearing, the plaintiffs noted that it appeared K1's were being included in these bans even though they technically aren't included.  The report I read noted that the gov attorney gave an incoherent answer to this allegation.  I'm just curious to see if processing increases after these proclamations expire or are lifted.

I wouldn't be surprised if both Trump and Biden extended the travel restrictions.

Still subject to each embassy whether closed or open depending on the country's restrictions for covid virus/ there are still too many embassies closed except for emergency services for USC's

Don't expect a fast speed up as most will do the previously cancelled interviews and give the spouse visa applications a  prioity for the "on hold at NVC"

this is just my opinion

Nope. The judge concluded that the real reasons were local conditions, low staffing at posts, etc.: https://www.courtlistener.com/recap/gov.uscourts.dcd.222172/gov.uscourts.dcd.222172.20.0.pdf "In August [2020], only 39 of 143 [U.S. Embassies and Consulates] were able to schedule at least one [immigrant visa] interview during the month."
