I will fill Form I-864 at end of January 2021 to sponsor my spouse. and the new I-864P (HHS Poverty Guidelines) for the new year (2021) will come out in march, that's mean two months after my I-864.

I need an accurate answer please for which I-864P (HHS Poverty Guidelines) my I-864 will compered to ? the one was before fill it or the one will released for the same year of filling the I-864? i'm confused.

The Federal Poverty Guidelines are not likely to change by a huge amount next year.  If you are concerned about those numbers now, then I'm guessing your income is not significantly above the minimum threshold.  If that's the case, I recommend you get a joint sponsor or look for a higher-paying job or get a second job.  Meeting the minimum income requirement simply means that you will not be rejected outright at NVC stage, but it does not mean that the case will be approved by the consul officer.  If your income is barely above the minimum indicated in the I-864P, there is a good chance the consul officer will ask for a joint sponsor anyway.

Correct, but since most employed folks can file a tax return in early February, I suggest waiting to complete the I-864 until that tax return is filed, so 2020 income appears in the tax section.  Note that "current income" does not come from an employed person's tax return.  That's, at best, "last year's income", not current income.  (Exception is the self employed sponsor.)
