It is a progress anyway. A few months ago the Philippine BI was posting on facebook stories how they hunted down or deported American men trying to "sneak in" with an online marriage certificate...

I'd rather not disclose too many details online. My partner is very shy and afraid to defend her point (as many people in PH).

Her drunk, jobless father beat the s*** out of her (thank God I wasn't in PH in 2020) and she didn't even report it.

Barangay officer brought her 1 sack of rice and 8 tuna cans once in 2020 and she didn't report it (people on low income were supposed to get help MONTHLY during ECQ). Without me she would have been starving on the street !

Obviously an efficient, intelligent, experienced and empathetic clerk/gov official/officer is always better than the one with an overgrown ego and low IQ.

If you want to get some good advice here, a bit more info would help.  I'm not sure what her being shy has to do with it.

 

Based on what little you have said, she is probably young and poor, and her UK visa implies you have no intent to marry her.  Even if you get a CFO counselor who is not "low IQ and has overgrown ego", her chances of getting a CFO certificate are slim to none.  If you only know her online without physically meeting her, zero chance.
