My brother-in-law's F4 petition for my sister-in-law has been approved after 19 yrs! Yey! As we prepare her visa application form, it was noticed that an incorrect date of birth was used on the petition (it was based on a local/city Civil Registry form instead of a form from the Philippine Statistics Administration (PSA). This seems to be a common occurrence in Philippines.

We are scheduled to write the NVC to notify them of the discrepancy so we can update her record (with the appropriate supporting documents).

My questions are:

1) Should we wait for the NVC to confirm that her profile has been updated before we complete the visa application via CEAC? or

2) Can we file and complete their visa application via CEAC in parallel or while waiting for NVC to update her records?

I am leaning towards the latter but I would like to know if anyone has had any experience and can help shed some light into our situation.  As you can imagine, we'd like for them to migrate ASAP but want to make sure we follow the appropriate process. THANK YOU in advance for your help!
